Head Lights And Cluster "pulsing"

Ok about a week ago my cars headlights and cluster started pulsing. its not like a strobe light but its definitely noticeable. Note that my head unit does not pulse. and also if i am driving and take my foot off the pedal, the car has little surges of power that match the pulsing of the lights. i just got a new alternator, and i just checked my battery, its fine. Any ideas?

check your grounds. You might have a loose or rusted ground

I checked my grounds and did not find anything strange... and as for the belt i checked it and its tight.

Go to a major chain auto parts store and have them check your charging system.
