how can I tell if my muffler is clogged ?

If the engine runs, the muffler is not clogged unless you have a huge hole in your exhaust somewhere else. If the engine doesn't run, you'd have to blow air through some other way to test the exhaust for clogs, or else use a borescope.

What I did was to start the engine cold at idle place my hand over the exhaust pipe and it sorta pushes my had away from it, then with a test run down the road it has lots of power ,so is this proving that the muffler isnt clogged?

Sounds like it's not clogged. It is much more common for a catalytic converter to clog, but it isn't clogged either if you're making decent power.

The question becomes: why would you think you had a clogged muffler?

I have a slight noise from under the car ,so I thought maybe it was a clogged muffler

It's possible that something has broken off inside your muffler. I've had parts of my catalytic converter break loose and end up rattling in my muffler on a couple of occasions, and I've also had internal welds break on a muffler letting it rattle around like crazy. Sometimes with the car off you can shake your exhaust around and see if it's rattling and where.

Could also be catalytic converter pieces rattling in the converter itself. Get under the car and tap with a hammer/stick/knuckle on the pipe.
