If you convert a gas powered OBD vehicle to an all electric vehicle, I assume you have to get a new title, registration, and theres different rules that apply for emission testing (non existent emissions pretty much).

Do they put the tailpipe sniffer in the muffler and measure nothing, or do they put it down the stack of the COAL FIRED electric plant where you get your power?

I'm not mad at somebody who wants to drive a coal-powered car, I just like to point out that their "zero emissions" is actually a trail of black dust from a strip mine to the power plant, then it's a cloud of black dust. Unless we get more nuclear plants and start recycling the spent fuel rods, electricity in the USA is (generally speaking) stupid.
