Why are my HID's acting like this?

My HID's take a few minutes to get to their full brightness but only when its cold out (below 40 degrees). When it's warmer out, they get bright almost immediately. Bad bulbs? Bad ballast? Bad wiring?

Cold lamps.

edit: more thoroughly answered, cold lamps and possibly weak ballasts, or a slow warm-up type of ballast.
