Default Loud screeching noise

When I start the car in the morning and it is less than like 40 degrees there is a loud screeching noise that lasts like 30 seconds, this same noise happens when I turn the steering wheel all the way left of right. Any guesses at what could be causing this noise. The car is a 2000 Tiburon.

Get a new power steering belt, or check yours and tighten it a bit if it's loose.

Take a look at the belt. Is it properly tensioned? also look at it for signs for dry rot.

Yes the belt is tensioned...if you have never changed it or has been a few years you will need a new one as they strech out of original shape. The squeel you hear is the bult slipping over the pully...and it will do it when you turn the wheel (pump is operating at a higher function) or accelerate fast from a idle and every now and then if you hit a puddle of water.
