I've got some EZ Outs along with counterclockwise drill bits for this. Half the time drilling the pilot hole with the counterclockwise drill bits is enough to remove a stripped screw or broken bolt.

The other half the time, giving the EZ-out a rap with a mallet to help set the teeth might be required but if you aren't going to use a cutting tool EZ-Outs are usually all you need if you know how to use 'em. Then again, if you have a 'sharp' philips and hit THAT with a hammer a few times, sometimes you don't even have to go find the EZ-outs!
I'm not against this tool, but I would be very hesitant to pay a premium for it.
