No sanding for new clear coat?
 
My roof and part of my hood has some clear coat that's peeling. I went to get estimates to have it fixed and 1 guys said he could respray the car with new clear coat without sanding anything for one price (low price) or sand the clear coat down and spray new clear (more money). I'm no expert but would spraying new clear coat over an area that wasnt sanded cause bad results?

Almost always, yes. Damage underneath is still there and will manifest itself through the new finish sooner than if it had been sanded. It will probably look worse too but not so you would notice. It may look ok for at least a couple of years. If you can do the sanding yourself and then take it in for the no-sanding price, that may be a good middle ground.
