epoxy or filler first

I had a small half dollar sized rust spot on my hood so I sanded it down to bare metal and I'm getting it ready for paint. So do I do epoxy primer then filler or filler (rage gold) on bare metal then prime. Which is best first step?

Filler, then prime.

Filler, then epoxy primer on the bare metal, then high build prime. Be sure to back sand with p320 for adhesion
