Power to weight vs over all horse power

At what point does outright power over come power to weight ratio ??

It never does. For example, a suzuki gixxer only has 150 odd horsepower. That doesn't stop it from exceeding 150 mph with ease. On the other side of the coin, a mack semi trailer might have 500 horsepower, but good luck exceeding 80 miles an hour.

There usually ends up being a minimum weight for ultra fast cars when you start to include roll cages, fire retardant systems, and aero crap. But power to weight ratio really is the ticket here.

good example is the FRS/BRZ

It is all about the power to weight ratio.
