Power steering noise when its cold

The last couple of mornings, its been near zero in temps. When I start my tib, theres a really loud power steering wine, when I turn the wheel. It seems to only do this when it gets really cold out, and once the car warms up, it goes away. Is this anything to be concerned about or is it a natural thing that happens to all power steering systems?
^^ what was said above, but also check to make sure the belts haven't stretched too much.
I had my belts replaced about a month ago and they were making a sh!t ton of noise and I couldn't figure it out.
It ended up being that the "better" belts that i paid extra for had stretched (in 2 weeks. . . .fml) and I had to get a whole new ps belt.
