More Speed
I have Elantra 1.6 auto 97 model, when I drive I can hit in 3rd up to 170km @ 6200 then when I hit 4 it goes only 180km @4500 and doesn't want to go further, why is that is there a speed limiter, will my friend has Civiv and it's auto he hits 200km no problem, teh problem with me that the car dies after it hits 4, and the rpm doesn't want to move.

You might have a speed limiter on there, but 180 KPH equals out to only about 107 MPH. In the USA, our speed limiters are set for 125. The lucky candians don't appear to have a speed limiter.
If the engine will accelerate up to 180 KPH, and maybe a tad over, then slows down a tad, then reaccelerates to 180...then you are hitting the speed limiter.

how can I know I have a speed limit, and how can I take it away.

The only way to remove it is to either have the ECU re-programmed to remove it, or remove the speed signal going to the ECU to stop the ECU from seeing the speed. I don't know if the ICON chip offered by SuperChips removes the speed limit, but Xorro might know. That chip should work on your Egyptian Elantra. I do NOT reccomend cutting/removing the wire feeding the speed signal to the ECU. The ECU also uses that signal to tell the automatic transmission when to shift.
