MOST rally cars, especially 90's rally cars only had low and deep front Evolution bumpers, no skirts. The ones with skirts were the Mitsubishi's, which were already designed with them. The actual Hyundai Coupe F2 EVO2 had the original side skirts but with a small barely noticeable functional brake duct.
Some examples of deep, low rally bumpers without side skirts:
SEAT Ibiza F2 '97 for example. Someone did a complete F2 conversion (I applaud them for this beauty!).
Skoda Octavia V-RS (Rally homologation) '99-'04.
Toyota Corolla WRC '99.
Most of them were designed by Peter Stevens from McLaren, which is why I think all of them were just gorgeous. If I had the cash, I'd do the whole wide body conversion, but no side skirts.

I would say the whole car in general because in the Bay Area its rare to see one in mint condition let alone fixed up. They're becoming classic's and alot of people forgot that hyundai made such a sexy 1st. generation sports coupe called a tiburon! When I take out the RD once every 2 weeks I'm always getting asked what it is and that it looks nice.
