My guess is that he thought making exaggerated claims like this was a good way to sell his 50 cent resistors and pieces of copper pipe. And that it would be an easy way to money. He'll probably end up doing 5 years for mail fraud.

 

Someone else also posted how this mod that this guy is selling is basically crap.
