Default Slow Powerbook performance...is it worth salvaging?

What's up HA! My 15" Powerbook G4 is approaching 5 years old. I've been using it on and off in conjunction with a cheap windows laptop I got around xmas time. The G4 has really started to show its age. I cleaned up as best as I could, ran maintenance, utilities, you name it I did it.

It seems to be running a lot better but it CANNOT run streaming video worth sh*t. Any YouTube videos above 360p are terrible. It's choppy as all hell, sometimes as bad as 2 or 3 second pauses. Unwatchable pretty much. I was considering reinstalling the original OS X (Tiger) and starting from scratch. Right now I'm running the latest version of Leopard but feel the G4 processor can't handle Leopard too well.

So basically what I'm asking is, would reinstalling the OS and wiping everything clean even help at all? Or is present day streaming video too much for this computer to handle? I would rather not get rid of it because I love this thing, it's been great to me, but I'm getting frustrated.

1.5 ghz PowerPC processor
2GB RAM
64 MB video memory
80 gig HD with 38 gigs free

Thanks, everyone.
