Why replace rotors and not pads?

Default Why replace rotors and not pads?

Overheard a woman at work saying her car was in the shop today getting new rotors put on but they tried to get her to do new pads too which she denied and had them use the old pads. That is retarded and since pads are so cheap its stupidity to not just replace everything together.

If the pads were ok but the rotors were cracked, it would make sense. Or if her husband or whoever was going to replace the pads.
